Amid outrage over the pepper spraying of a 9-year-old girl by police in Rochester, New York, the girl’s mother says she will sue the city and its police department. The police union defended the officer’s actions, saying the girl resisted and kicked an officer. City officials have said the officers actions weren’t appropriate and disciplined at least three of them.
